Stop flushing. A second flush on a blocked toilet is how water ends up on the bathroom floor. If the level is still rising, turn off the cistern tap at the wall behind the pan.
A plunger will shift most toilet paper blockages — steady, firm strokes with the cup fully sealed over the outlet. If the water drops, flush once to test.
If it doesn’t clear, or other fixtures are gurgling when the toilet drains, the obstruction is further down the line. That’s the point to call a blocked toilet plumber rather than keep working the plunger.
Check whether any other fixtures are affected. A blockage in the pan affects the toilet and nothing else. A plunger will normally clear it. If the blockage is further down, in the sewer line, other signs start showing up around the house.
The floor waste might gurgle when the toilet flushes. There might be a sewage smell near the gully trap outside. A plunger can’t do anything about a blocked toilet drain at that depth.
